600 million euros available for insulation and heat pumps, among other things

Homeowners and companies can again apply for a subsidy next year to make their home or (office) building more sustainable. From January 1, 2024, the Sustainable Energy and Energy Saving Investment Subsidy (ISDE) will be made available again, including for insulating measures or a (hybrid) heat pump. The budget has been increased by 40 million euros to 600 million euros. In addition, the ISDE has been amended on a number of points so that the scheme becomes more accessible for the insulation of monumental homes and the use of biobased environmentally friendly insulation materials.

Homeowners can receive part of their investments with the ISDE if they invest in insulation, a (hybrid) heat pump, solar boiler, electric cooking facility or a connection to the heating network. In addition to heat pumps and solar boilers, business users can apply for subsidies for small wind turbines. More than 200,000 homeowners applied for the ISDE in 2023. The budget will therefore be increased to 600 million euros in 2024. In addition, 5 million euros are available for small wind turbines.

Monumental homes

The ISDE will become more accessible next year for homeowners who live in a monumental home. Due to the preservation of the monumental character, some owners of monuments cannot use HR++ glass or external facade insulation. Many monuments also do not have a cavity wall, which makes insulation complicated. As a result, investments in measures for monuments often do not meet the requirements of the ISDE. The minimum insulation values ​​for monuments will be relaxed from January 1, 2024. The minimum dimensions for which an application for glass insulation can be submitted for monumental homes are also reduced. These changes make the scheme more accessible to monumental homes.

Additional subsidy for biobased environmentally friendly insulation material

Biobased insulation material is sustainably produced material such as wood, hemp fiber and flax. This material is often more expensive than less durable insulation materials. To encourage the use of bio-based environmentally friendly insulation material, an additional amount per square meter is awarded in subsidy.

Heat pumps

From 2024, a heat pump must have at least energy label A++ to receive ISDE. Most heat pumps already comply with this label. Heat pumps with energy label A+ or lower will no longer be eligible for a subsidy in 2024. Heat pumps from energy label A+++ receive an additional subsidy bonus of € 225. Anyone who purchased a heat pump with energy label A+ or lower in 2023 and had it installed in 2024 can apply for a subsidy. This change does not apply to heat pump boilers and to heat pumps with a thermal capacity of 71 kW or higher.

Applications via RVO

A subsidy application for the ISDE can be submitted to the Netherlands Enterprise Agency (RVO) via rvo.nl/ISDE. In addition to the ISDE scheme for homeowners, there are also schemes for making rental houses and buildings that are part of a homeowners’ association more sustainable.
