337 of the 342 municipalities have applied for a subsidy to insulate homes with a poor energy label. This allows almost the entire available amount of 425 million euros to be paid out and an estimated 200,000 homes to be insulated. The approach is aimed at vulnerable homeowners and homeowners’ associations. Municipalities work with homeowners and homeowners’ associations to ensure a more pleasant home with a lower energy bill, which reduces energy poverty.
The local approach with municipalities is part of the National Insulation Program, which aims to insulate 2.5 million homes by 2030. The emphasis is on the 1.5 million poorly insulated homes. The government has made more than four billion euros available for this purpose with resources from the Climate Fund. Approximately 1.5 billion euros is available within the local approach. This allows approximately 750,000 homes to be insulated. A second and third application round will follow in 2024 and 2025.
With the local approach, municipalities in the Netherlands can stimulate and facilitate the insulation of poorly insulated homes of vulnerable homeowners and homeowners’ associations. Each municipality can shape its local approach to insulation itself. The aim is to provide support to owner-occupiers and residents of homeowners’ associations with homes with lower energy labels. The focus is mainly on the people who need help most. Municipalities can, for example, guide or relieve households, provide advice and provide additional subsidies on top of the nationally available subsidies. Municipalities can also use the resources for Do-it-Yourself, for example with vouchers for insulation material.
