The Municipal Executive must submit the Implementation Image (BvdU) for 2023 to the Ministry of Social Affairs and Employment before March 1, 2024. This concerns financial information about the Participation Act (including wage cost subsidy), the IOAW, the IOAZ, the Bbz 2004, the WWIK (benefits only) and the Tozo. The requested financial information concerns the provisional state of affairs for 2023 and does not require an audit report from the municipal accountant.
When submitting the BvdU 2023, the procedure has been changed and simplified compared to previous years. You can do it form submit via the Formdesk internet application. You can access the form with a unique login code. This was sent by letter to the municipal council of each municipality in November. An authorized official (mayor, municipal secretary or other authorized signatory) of your municipality (or a joint arrangement on behalf of your municipality) can sign the form. The undersigned declares that the information included in the BvdU 2023 has been faithfully reproduced.
Compared to 2022, the BvdU 2023 contains no substantive changes. A number of specific benefits from SZW are not included in the BvdU 2023:
- Cancellation of debts of victims of the childcare allowance affair;
- Civic Integration Act 2021;
- Education route.
The data on these specific benefits are not necessary for SZW’s estimate, which is why it has been decided not to include them in the BvdU 2023. These specific benefits are included in the final accountability (SiSa 2023).
If the Ministry of Social Affairs and Employment has not received the BvdU 2023 before March 1, 2024, the payment of the monthly advances under the Participation Act to the municipality will in principle be suspended. This can only be deviated from if a postponement of submission has been granted, if there is force majeure, or if SZW has still received the BvdU 2023 correctly and in full at the time of the decision on suspension of payment.
