To prevent people from getting into financial trouble, should we get rid of the fixed monthly amount and pay for what we actually use?

Energy prices have risen so much that one in ten customers of market leader Vattenfall pays a much too low monthly amount and may therefore have to pay a substantial extra. Moreover, it is tempting for those who have difficulty making ends meet to reduce their monthly amount in the summer months.

“Not convenient,” said a Nibud spokesperson. “The monthly amounts set by the energy suppliers are an average for the summer and winter months.” To prevent people from getting into financial trouble, should we get rid of the fixed monthly amount and pay for what we actually use?
