Various agencies want to experiment with options to inform municipalities better and faster when people fall into payment arrears. By making data sharing possible, municipalities are able to identify households with debts more quickly and prevent people from getting into serious problems. These experiments concern payment problems with personal contributions for a provision via the Social Support Act (Wmo) and Long-term Care Act (Wlz), and mortgage arrears. To make this possible, the Municipal Debt Assistance Act must be amended. People can respond to this proposal via an internet consultation in the coming weeks.
Payment arrears personal contribution Wmo and Wlz
People who are eligible for a Wmo or Wlz provision pay a personal contribution for this. In some situations, people cannot pay that personal contribution. As a result, they incur payment arrears. The Central Administrative Office (CAK) collects these own contributions. They now want to start an experiment, together with various municipalities, to identify people with payment problems earlier. By exchanging personal data, municipalities can then help this group of people more quickly with their (impending) problematic debts.
Mortgage arrears
Several municipalities and mortgage providers have already participated in an experiment with data sharing to tackle payment arrears. This experiment is now being expanded to include more cities and a mortgage provider. Mortgage providers pass on payment arrears to the municipal debt assistance services. The municipal debt assistance then offers help to the residents who have been identified.
