Start construction incentive good for accelerated construction of more than 31,000 homes | News item

145 municipalities receive a contribution from the Start Construction Impulse (SBI) so that the construction of more than 31,000 new homes can start more quickly. About 80% of new homes fall into the affordable category. Twenty-four projects of the 362 projects that receive a contribution will start this year. The rest will start next year and the last will follow no later than 2025. The SBI contribution will limit the dip in housing construction. Minister Hugo de Jonge announced this today during Public Housing Day.

Minister De Jonge: “Rising interest rates and construction costs have made it more difficult to build new homes. With the additional financial support to municipalities through the Startbouwimpuls, we are fulfilling the task of continuing to build more affordable homes at a faster pace and with more control. With this contribution, construction can still start at locations that have already been permitted. That is also the aim of the Startbouwimpuls: to get projects going again that are in danger of stagnating due to the more difficult construction conditions. Quickly build what has been permitted and quickly permit what can be built in the short term. In this way we help to limit the dip in housing construction and recover more quickly.”

Continue construction in all provinces

The Start Construction Impulse is intended for projects that are sufficiently advanced in terms of planning to start construction by 2025 at the latest, but could no longer complete the business case due to the changed economic circumstances. In all twelve provinces, projects that were in danger of delaying or failing can now start. An average contribution of €10,000 is made available per home. A total of €300 million has been invested for the Startbouwimpuls. When assessing whether projects are eligible, the legal severity (planning status), speed, efficiency and optimizations implemented in the business case were taken into account. Municipalities, developers and housing associations have worked intensively together in recent months in the context of the Start Construction Impulse to enable acceleration of housing construction.
