For nine million euros, Assen wants to build a partial roof over the cycling track at Stadsbroek, in combination with an education and sports campus. The plan is based on a roof with a hole above the bank, with the sides also remaining open. Otherwise, the plan is not affordable.
A second floor will be built on the cycling center for classrooms and catering. Drenthe College and Alfa College want to move their MBO sports education into the cycling complex, which also has a large sports hall next to it. They have about 375 students. Sport Drenthe and Sportstad Assen will also be included in the expansion of the cycling centre.
Every year, the municipality has to allocate almost €400,000 in its budget for this sports project. Rental income from the users, maintenance costs of the building and the track, and the investment costs are included in this.
Architectural firm De Unie has made a design plan, which they believe should lead to a multifunctional accommodation. “The intention is that there is commotion on the complex 365 days a year.”
According to the architectural firm, the wooden cycling track will remain dry despite the hole in the roof. Although they take into account a three percent chance that it may be wet. “In any case, the roof has been chosen in such a way that the rain cannot fall on the track. And the roof is insulated in such a way that no condensation drips onto the track,” says the architect. “A completely closed hall naturally offers more possibilities, but that requires completely different investments,” says the architectural firm.
The nine million in construction costs is a certainty, and will not increase. “Because the tender is done in such a way that we no longer have to deal with a price increase. We assume a fixed price,” says financial officer Fred Alting.
In 2021, the Asser city council made 1.3 million euros available for a roof over the cycling track. Back then it was still about a covering plan of over two million. The province had promised half a million euros in subsidy. But this plan was canceled because at the end of 2021 the construction costs had already risen to four million euros.
