Where to find steel —
To produce steel it is necessary to extract pure iron. This resource is found around the coast of the East Indies region of the map. In particular, the small archipelago around the Nilam Sea has several pure iron extraction points that can be collected as long as you have a pickaxe handy.
If you prefer more violent means, you can obtain steel ingots directly by raiding settlements on the west coast of the East Indies.
