Seventh progress report ‘Wind in the sails’: progress increasingly visible | News item

The government, the province of Zeeland, the municipality of Vlissingen and various other parties in Zeeland are jointly working on the implementation of the ‘Wind in the Sails’ package. The Ministry of the Interior and Kingdom Relations is the point of contact and connector for all departments that contribute to its implementation. This package contains various measures to invest heavily in Zeeland, both economically and socially. Today the seventh progress report on the various ongoing projects was published.

Finished projects

Some components have been completed, such as the reimbursement of costs incurred for the preparations made for the Marine Barracks in Vlissingen. This concerned the costs incurred that the government reimbursed the municipality of Vlissingen, the province of Zeeland and the Scheldestromen Water Board as compensation for the cancellation of the construction of this barracks.

Running projects

The Strategic Knowledge Center for Organized Subversive Crime (SKC) has been located in Vlissingen since mid-2021. The tender period has also recently started for the arrival of a high-security court in 2030 and an extra-secure prison, together forming the Vlissingen Judicial Complex. For example, work is being done on the so-called Law Delta. The organization of the SKC has now been transferred to the Ministry of Justice and Security. In addition, there are positive developments surrounding Rail Gent-Terneuzen, an exploration will soon start aimed at solving bottlenecks in this rail network. The Delta Climate Center (DCC) for water, food and energy will be fully operational in 2024. This is where education, business and research come together. The core mission of this center is to realize innovative solutions for a future-proof, safe and prosperous Delta. Work is currently underway on the establishment of the foundation, the cooperation agreement and the subsidy applications.

Spin-off effects

We are also increasingly seeing that the implementation of certain Wind in de Zeilen projects releases additional financial resources or creates opportunities for scaling up. For example, there are plans to build two high-voltage stations near Terneuzen and to cross the Western Scheldt with an electricity highway. Another positive spin-off is that the HZ University of Applied Sciences is working more intensively with the Arnhem-Nijmegen University of Applied Sciences to teach not only a practical part of the Physician Assistant training, but also part of the theoretical training in Zeeland.
