In order to enable municipalities to implement the Tozo, they have received advances on the government compensation. It has become apparent that the amount of advance payments for individual municipalities can differ considerably from the costs incurred by the municipality. For this reason, the Tozo provides for a provisional settlement of the advances, based on the provisional data provided by the municipality in its 2021 implementation picture.
Each municipality will receive a specification from the Ministry of Social Affairs and Employment of the provisional settlement that will take place around the end of June 2022. With the accompanying tool, municipalities can see which amounts (subsequent payment or recovery) will be settled.
The provisional settlement is regulated in Article 21, second paragraph, of the Tozo.
The final settlement of the advances with the government allowance will take place at a later date, based on the SiSa accountability.
