The Senate approved the bill proposed by Minister Adriaansens (Economic Affairs and Climate) and Minister Kaag (Finance). This temporary law regulates the design of the National Growth Fund as a budget fund. In addition, the law contains a basis for a subsidy scheme. This makes it possible for companies, knowledge institutions and other organizations to submit proposals directly in the 3rd round of the National Growth Fund.
This subsidy scheme is expected to be published within a few weeks. Submitters can submit their proposals to the Netherlands Enterprise Agency (RVO) from the beginning of 2023. The proposals for the National Growth Fund must meet high quality requirements, including with regard to the contribution to sustainable earning capacity, the strategic underpinning of the proposal, feasibility of the plan and cooperation and governance. As of this week, RVO has been offering a quick scan to support the submission process.
Who can submit?
The subsidy scheme is intended for companies, knowledge and educational institutions, governments, social organizations and other parties. RVO will implement the subsidy scheme. Potential applicants can see at an early stage whether their idea has a chance with a quick scan† Submitters submit the factual summary of their proposal via a digital form. The use of the quick scan is highly recommended, as it provides a first estimate. After submitting the proposal, the submitter will receive feedback.
Which proposals are suitable for submission?
Proposals must make a substantial contribution to the objective of the National Growth Fund† These are large-scale investment projects and programs with a minimum subsidy amount of €30 million per proposal. This concerns targeted investments in the fields of knowledge development and research, development and innovation. These 2 areas offer the most opportunities for structural and sustainable economic growth. Working method National Growth Fund
The government has set up an advisory committee for the National Growth Fund. This advisory committee works independently. It assesses the proposals submitted with the help of external experts on the basis of predefined preconditions and criteria. The committee makes a recommendation to the cabinet. The advice is intended to indicate which proposals should be eligible for financial support.
Third round opening
It is possible to submit proposals from 1 January 2023 up to and including 3 February 2023 at 5:00 PM.
