2. Teams exist down to the district leagues. They can’t have a separate game operation everywhere.
In other words, one would have to draw a line somewhere.
In Spain, 2nd teams are allowed to play up to the 2nd league, in Germany up to the 3rd league.

But no matter where you set the cutoff point, there can always be discussions about it.
If you now say at most up to the regional league, then the next ones will say we don’t want that. Same for the Oberliga etc.

And ultimately, I’m not at all a friend of the English system.
2. Teams make a lot of sense and need to compete against other men’s teams right now, not just other youth teams.
It doesn’t matter whether it’s the 2nd team of a national league team that plays at district level or whether it’s the 2nd team of a Bundesliga club that plays in the regional league or 3rd league.
The competition against older opponents is important for the second teams. And not just against other U23 teams.

Then the good teams would eventually prefer to lend their talents to other men’s teams in the lower leagues instead of having their own second team, which also has disadvantages.

I think second teams can be extremely good and useful and they need competition against other real teams. The Spain/Germany model is clearly better in my opinion.

How would it be if they were allowed to play out of competition?
So there is a pre-qualification every season, such as in the CL among the II. of the 36 professional teams and the 2 best of these playoffs are allowed to play twice against 18 of 20 third division teams and against 2 once. (=38 games) without being included in the table.

The rest play according to the same principle against the regional fourth division teams.

The 2nd of the third division and below always appear as a 19th, 21st etc. team two leagues lower outside of the ranking, i.e. the 2nd of a fourth division plays in the 6th league without competition etc.

The II. could continue to compete against seniors, but they would no longer “take away places”.

Of course, the financial compensation would have to be right if the 3rd division then had 2 more games.
Or you reduce the 3rd league to 18 teams, but I think that would be counterproductive.
