The PSOE and ERC have reached an agreement on the text of the amnesty law, a key piece to unraveling the investiture of Pedro Sanchez. Sources from both groups confirmed the agreement late this Tuesday, waiting for Junts to approve the proposal. However, the final agreement is not yet closed, because socialists and republicans continue negotiating the rest of the conditions to support Sánchez, including the transfer of Rodalies and regional financing.
The pact between ERC and the PSOE on the amnesty has been announced through a joint statement and after a telephone conversation between the President of the Government, Pedro Sanchezand the president of the Generalitat, Pere Aragonès. In it, both leaders have “unlocked the last details of the amnesty law”, according to the text that the socialists and republicans have sent, agreed from beginning to end. “The two formations consider their expectations and political principles regarding this rule satisfied,” reads the letter, which does not specify the exact content of the future law.
The Tsunami and the CDR
According to sources from the republican leadership, the Tsunami Democràtic and the Committees for the Defense of the Republic (CDR) will also benefit from the grace measure, thus achieving one of their requirements key in the last hours. “We have found the formula to get them in. With political will anything is possible,” explains an authoritative voice from the party. This Tuesday morning, Junqueras’ party assured that the negotiation between the PSOE and Junts did not include this demand.
That of the Tsunami and that of the CDR are two delicate cases because they are being investigated by the National Court and the accusation of terrorism hovers over both. But for ERC they were symbolic, especially that of the Tsunami. In the summary the name of his general secretary appears strongly, Marta Rovira. The socialists avoided confirming last night that the Tsunami and the CDR enter the pact. They didn’t deny it either. “We are not going into the content of the law at the moment. There is still Junts,” said Sánchez’s collaborators on Tuesday night, a day after the Secretary of Organization of the PSOE, Santos Cerdán, met in Brussels with the ‘former president’ Carles Puigdemont, in a new sign that the investiture, if nothing goes wrong at the last moment, is imminent.
The idea with which the socialists work is that the debate in Congress takes place on next week. Before, however, the amnesty law proposal must be registered, as agreed with the post-convergents, which in principle will be signed by all the formations that will support Sánchez: from the PSOE to Junts, through Sumar, ERC, the PNV, Bildu and the BNG. Puigdemont’s party, meanwhile, will submit the increasingly closer pact with the PSOE to consultation among its members.

ERC must also consult the pact with the militants in a vote still undated but that it should not be delayed beyond the weekend. However, no surprises are expected. All the internal consultations held in the twelve years with Oriol Junqueras and Marta Rovira at the head of the party have been resolved with resounding endorsements to the steering position.
This Tuesday’s pact between socialists and republicans pay the dialogue cycle between both groups that opened just four years ago, precisely, during Sánchez’s previous inauguration. This cycle includes at least seven important agreements: two investitures -2019 and 2023-; three budget agreements; the pardons and the changes in the Penal Code that led to the repeal of the crime of sedition.
