The name of the service is Rossgram and it looks almost identical to Instagram.

Russia recently blocked Meta’s subsidiaries Facebook and Instagram from operating in the country. The blow was really hard on many of the popular Russian somethings whose livelihood is caught on Instagram. Russia is now developing a copy of the service, Business Insider news.
Rossgram is almost one-on-one with the real Instagram based on the image on the service’s website. The Rossgram website describes the interface as “simple”.
The service is scheduled to launch today, Monday, March 28, when it will open to “investors, sponsors and the media”. Later, according to the site, the service will be opened to bloggers as well as other users.
Rossgram’s website advertises a service developed internationally, whose servers are in Russia. In addition, the introductory text mentions the tools developed for monetization (monetization of content).
