Russians almost never pay fines

The Russians paid in 2021 fines only 9 billion rubles. Although the courts ruled for 56 billion. This means that only 16% was recovered, said Vyacheslav Lebedev, Chairman of the Supreme Court of the Russian Federation.

Thus, the principle of inevitability of punishment does not work, and criminals can again break the law.

The Chairman of the Supreme Court also clarified that a fine is the most common punishment for administrative violations. In only 11% of cases, the defendants were sentenced to arrest, and in 19% they received only a warning.

Lebedev also said that in 2021, the jury acquitted 32% of the defendants in criminal cases.
