The Russian army announced today that a new commander will head the so-called “special military operation” in Ukraine. In recent days and weeks, the Russian armed forces have suffered a series of major setbacks on the ground, and from the top of the regime there has been growing dissatisfaction with the way the war is progressing. It is rather rare that Moscow makes such a decision public.
