Roskosmos plans to actively engage in tourism services, said the head of the corporation, Dmitry Rogozin, in an interview with Russian Space magazine (.pdf).
“We are planning to increase the production of Soyuz MS spacecraft from two to four per year, using two spacecraft to fly under the Federal Space Program and two to provide tourism services,” Rogozin said.
He noted that one of the achievements of Roscosmos in 2021 was the launch of a ship with Japanese tourists. It signaled a return to space tourism services.

In November 2021, the Energia Rocket and Space Corporation (part of Roskosmos) patented a suborbital spacecraft for flights of space tourists and high-altitude parachute jumps.
