Rijk is adjusting noise regulations to make a student campus in Amstelveen possible

The government will adjust the rules regarding aircraft noise at Schiphol to make a student campus possible in Kronenburg, Amstelveen. Outgoing Minister Hugo de Jonge announced this today in a letter to the House of Representatives.

The Hague and Amstelveen agreed in December to draw up a plan for the development of approximately 438 homes in the area. Landowners are also invited to the table to draw up the first phase of a plan that should ultimately boost public space in Kronenburg.

But because Kronenburg is located right under one of Schiphol’s flight paths, housing projects there are officially allowed to have a maximum of 25 homes. Because the intended number of student homes far exceeds that limit, it is necessary Aviation Classification Decree (Lib) are being adjusted.

“The government is prepared to initiate an amendment procedure for the LIB for this specific development to enable the clustering of more than 25 residential units for a building plan,” De Jonge wrote to the House.

The change concerns LIB4 areas, according to the letter. These are areas around Schiphol, often in line with runways, where a maximum of 25 homes may be built per new construction project due to (expected) noise pollution. It is not yet clear what the new maximum will be.

The area around Schiphol is divided into LIB1, LIB2, LIB3, LIB4 and LIB5 areas. With some exceptions, no houses are allowed in the LIB1 area (right next to the runway) and LIB2 area (a little further away) due to danger and noise pollution. In LIB3 and LIB4 area, including Kronenburgrestrictions apply to residential construction, for example.

The plan is that the campus must be built sound-adaptive. The sound of roaring aircraft must be dampened as much as possible using special designs and construction techniques.

And when students move in in a few years, their health will be closely monitored. The campus can only be further developed if they do not go crazy and their sleep and grades do not suffer.

The initially intended 2,500 student homes are far from being achieved, but the municipality and the government are considering expanding with several hundred short-stay homes (max. six months). There are no restrictions for this type of housing in the LIB4 area. That is why it was possible in 2022 Ukrainian refugees are accommodated in the Kronenburg district, and Kronenburg was recently designated as a place for the emergency shelter for asylum seekers.

De Jonge emphasizes in his letter that his decision to make Kronenburg possible in this way meets the wishes of several MPs. Among them D66 member Faissal Boulakjar, who previously called for to adapt the LIB and focus on sound-adaptive construction.
