Born in Barcelona in 1953 (Barcelona), Ricard Julià worked a large part of his life in the General Directorate of Youth of the Generalitat de Catalunyawhere he held different positions of responsibility in economic management, human resources and equipment, promoting, among other initiatives, the creation of the Carnet Jove.
