Realization figures and plans for flexible housing in 2023 and 2024 | News item

2,100 flexible homes will have been completed in the first half of 2023. Of these, 1,700 were modular, movable homes and 400 homes from temporary transformation. These figures are based on information from the Flex Living Expertise Center and the Implementation Organization for Acceleration of Temporary Housing (UVTH). The Minister of the Interior and Kingdom Relations Hugo de Jonge informed the House of Representatives of this in a letter to Parliament.

Increase in the realization of flexible housing in the second half of 2023

The figures from the Flex Living Expertise Center and the UVTH of July 2023 make it clear that there are (advanced) plans for approximately 12,000 flex homes this year. The total number of flexible homes is in line with the plan capacity after the first quarter of this year. Those plans were still in flux in the second quarter. Compared to previous expectations, projects have been added (approximately 6,500 flexible homes), but approximately the same number of projects have been postponed to 2024 or have been stopped. The risk therefore remains that projects will delay and be postponed to 2024 or not go ahead at all, partly because many plans are based on installation in the last two months of this year.

Plans 2024

The plan capacity for 2024 is 16,000 flexible homes. There is therefore a strong increase in the number of plans. This growth is positive, but it must still actually lead to the realization of homes for those who desperately need it. It therefore remains a joint task of governments, corporations, other investors and the construction sector to make the realization of these homes possible. Construction assignment

Aedes, the trade association of housing associations, has concluded framework agreements with 36 construction companies to supply flexible housing to their members. This will provide space for 8,000 homes in the first year and 10,000 per year in the two following years.

Support

The government remains committed to supporting municipalities, corporations and investors in realizing housing projects. Subject to parliamentary approval of the spring memorandum for the Ministry of the Interior and Kingdom Relations, it will be possible from October 2 for municipalities to register for the second Flex and Transformation Homes Incentive Scheme. For the Financial Relocation Guarantee Municipalities and corporations can still register. Intent agreements have now been concluded with the municipalities of Apeldoorn, Doetinchem, Almere and Goes regarding locations for the Physical Relocation Guarantee.

Active support for municipalities, corporations and other parties is provided by, among others, the UVTH and the Housing Expert Team of RVO. The UVTH currently offers support to more than 200 projects. Depending on the needs of the parties, the UVTH can provide specific support. This may involve providing financial or legal advice, removing bumps in projects or pursuing agreements. In some cases, intensive project support is also provided. The UVTH also has one for municipalities toolbox compiled with an explanation of how they can deal with legal obstacles to make flexible housing possible at an accelerated pace. Additional administrative agreements are also being made about locations to be developed in order to ensure predictability and continuity in the construction flow and to facilitate realization. For example, agreements have already been concluded with the Amsterdam Metropolitan Area, the Utrecht region and yesterday with the municipality of Rotterdam.
