Vladimir Putin is not the worst warmonger in the Kremlin. It is the secretary of its Security Council, Nikolai Patrushev, who is regarded as the biggest hawk there. He has been part of Putin’s inner circle for almost fifty years. And he hates the United States so much that he designed a military doctrine to bring Washington to its knees by escalating a European conflict into a limited nuclear war.
