Philosophe N. (32), the son of a Rwandan war criminal who poses in our country as a wealthy hotel owner, fashion model or engineer, has been defrauding insurance companies and catering businesses for seven years. He sleeps in hotels and eats in restaurants without ever paying for it and steals and sells expensive speed pedelecs that he rents from leasing companies. The master con man has already struck in Bruges, Brussels, Antwerp and Ghent.
