Political parties participating in the House of Representatives election are obliged to provide overviews of donations to the parties and to the candidates and debts of the parties to the Minister of the Interior and Kingdom Relations (BZK) prior to the elections. These overviews provide an overview of the finances of the political parties participating in the House of Representatives election of November 22, 2023. The overviews were made public today on Rijksoverheid.nl.
This concerns donations from € 4,500 to the political parties and their candidates, but also debts of more than € 25,000 from the political parties. A lower amount applies to donations to candidates for 2023 because a full year has not yet passed in November. The overviews for the political parties cover the period from January 1, 2022 to November 1, 2023. The overview for the candidates covers the period from January 1, 2021 to November 1, 2023. This is regulated in the Political Parties Financing Act. The aim of transparency of donations is to make visible how parties obtain their resources. This insight helps prevent (the appearance of) a conflict of interest. Of the 28 parties that had to provide overviews, 22 parties submitted a formally correct and complete justification on time. Six parties did not provide the overviews on time, incorrectly or incompletely. The Committee on the Supervision of the Finances of Political Parties (Ctfpp) advises the minister on the submitted overviews of the political parties.
The obligations in the run-up to the elections exist in addition to the obligation for political parties that are already represented in the Senate and/or House of Representatives to submit a financial report, overviews of donations from an amount of €4,500 and debts in excess of €4,500 annually before July 1. 25,000 for the previous year to the Minister of the Interior and Kingdom Relations.
Amended Political Parties Financing Act
As of January 1, 2023, the amended Political Parties Financing Act stipulates that parties represented in the Senate and/or House of Representatives are obliged to report donations of more than €10,000 to the Ministry of the Interior and Kingdom Relations within three working days. The ministry will then make this information public. As of January 1, 2024, the amount above which donations are made public will be reduced from €4,500 to €1.
After the House of Representatives election
Political parties participating in the House of Representatives election are also obliged to submit a supplementary overview of donations and debts to the Ministry of the Interior and Kingdom Relations by December 22 at the latest. This overview covers contributions and debts in the period November 2 to November 22. This rule only applies to political parties, and not to candidates of political parties. The additional overviews will be made public on January 22, 2024.
