The plan to evacuate hundreds of thousands of Ukrainians from four major cities from 8 a.m. (Dutch time) seems to have turned out to be a disappointment. Fighting broke out again during a truce, so that there are still no safe escape routes. Ukraine and Russia want to discuss this at 3 p.m. in the peace negotiations.
