Núria Marín redraws her government in L’Hospitalet with the “third great urban transformation” in focus

Nuria Marin (PSC), mayor of L’Hospitalet de Llobregat (Barcelonès) and winner of the last municipal ones in the city, has reorganized its municipal government for the 2023-2027 mandate. L’Hospitalet City Council has published this Tuesday, June 20, the satchel municipal, that is, the political organization chart to manage the city. A distribution of responsibilities that repeats the objective compared to that of 2019-2023: “to face forcefully the third great transformation of the city“. More specifically, in 2019 the goal was to complete “the great transformation& rdquor; of the city and “reinforce it as the second economic engine of Catalonia”.

“The new folder is the embodiment of the political will to make this mandate that we started the dand a collective ambition which should lead us towards a city that is more territorially balanced, greener, more social, more equipped and safer& rdquor ;, has defended the mayoress Núria Marín in reference to the restructuring of the new municipal government with which to “guarantee” this third great transformation of L’ Hospitalet. An urban redevelopment that includes the transformation of Can Rigal, the PDU Biopol-Granvia and the undergrounding of the Renfe tracksa project that Marín herself has recognized can take around a decade to complete.

The new organization chart is made up of eight areas and seven mayoral positions – one less given that Marín herself assumes the area of ​​Mayoralty-Presidency. For his part, Francesc Belver he repeats as spokesman for the government team. Despite the fact that the number of tenures is the same, the new scheme implies changes with respect to local political leadership, with councilors promoted, demoted or disappeared with respect to the previous local executive.

Belver and Husillos, first deputy mayors

In the first mayoral tenure, Marín maintains Fran beverright hand of the mayoress, who, for the next four years, will be in charge of the area of Treasury and Urbanism. In this way, as he was already doing, he will be in charge of managing the planning services and the promotion of the new economic sectors of the city, that is, the cornerstone for the city model promoted by the PSC and Marín: attract economy to “reinvest it in the neighborhoods and generate employment& rdquor;.

The Belver area also assumes the functions of: housing and comprehensive plans, urban planning, economic and budgetary control and supervision, building works and public space. In addition, it also has among its responsibilities programming and budgets, tax management and contracting. In addition, this area includes the Government Department of Investments, Housing and Comprehensive Plans, in charge of Rafael Gomez Vinas.

Jesus Husillos will be the second deputy mayoress of L’Hospitalet. Husillos began last term as fifth deputy mayor, but, after the resignation of Cristian Alcázar -investigated for alleged irregularities in the ‘Caso Consell Esportiu’- and the restructuring of the municipal executive, he ended up as fourth deputy mayor. Thus, after taking charge of the Social Services area for years, Husillos will assume the area of Security, Mobility and Human Resources -the latter, already in his havingr the past mandate-.

Precisely, security was one of the portfolios that experienced the most controversy during the last stage of the past mandate, due to the clashes between the main union of the Urban Guard, the SPL-CMEand the then Councilor for Security, Pepe Castro, who did not appear on the PSC lists in these municipalities.

Promotion of Quirós and García Manota

Two other councilors who climb to the top of the organizational chart are David Quirós and Laura García Manota. Quirós She began the last term as the seventh deputy mayor and in charge of the Culture and Innovation areas. However, after the departure of Jaume Graells, complainant of the ‘Cosell Esportiu Case’, he also assumed the Education portfolio. In this way, Quirós will now be the third deputy mayor and will lead the area of service to peoplewhich integrates the policies of education and sports. For her part, Laura Garcia manota, the youngest councilor in the entire plenary session, will be the fourth deputy mayoress. Manota worked in the past term in the areas of Belver -in the fields of Sustainability, Housing and Youth- and Husillos -as Councilor for the Government of Equality and LGTBI-. She will now assume the challenge of leading the Social Rights areawhich, among other issues, integrates the general welfare services and Social services. Precismanete, together with security, Social Services have been one of the most stressed departments during the past term.

Beyond all the unexpected attention as a result of the crises derived from the covid-19 pandemic and the war in Ukraine, social organizations from the city and from Barcelona such as the PAH wave Alliance for the Energy Poor (APE) have called demonstrations and have made public complaints to criticize the “malfunctioning& rdquor; of the Social Services of L’Hospitalet de Llobregat.
