Those 130,000 people who are on the sidelines is a somewhat skewed and complicated number because it is partly caused by people who would like to work more, but are unable to do so now because they work part-time.

This group does not receive benefits because they are not eligible for benefits. For example, because of the living situation, working partner or they have just left school.

Then there is a group of job seekers who are not available in the short term, for example because they have a care task, are ill or are studying. These people are therefore not in the picture of a municipality or the UWV.
