The Habitats Directive is a European directive that aims to protect species and nature reserves. A number of nature reserves, habitats, have been designated that are extra vulnerable. We also call them the Natura 2000 areas. The rules to protect these areas sometimes outweigh Dutch legislation. For example, the Habitats Directive states that when granting permits for a plan, it must be excluded with certainty that there are effects that affect the natural features of the area. This has to be done with scientific certainty, so with the burden of proof. Environmental organizations are increasingly relying on the Habitats Directive.
