Russian President Vladimir Putin has promoted Andrei Mordvichev to general, a man who has previously stated that Ukraine is merely a “stepping stone” to invade the rest of Europe. Mordvichev previously commanded the Central Military District and the Russian Central Grouping of Armed Forces in Ukraine.
