Today the ninth progress report on the renovation of the Binnenhof was presented to the House of Representatives. The report includes the status of the designs, the new planning, information about increased safety requirements, nitrogen and finances. Based on the new planning, it appears that more time is needed, the renovation will not be completed until the end of 2028 at the earliest.
Schedule
Two mainly external factors mean that extra time will be needed. This concerns the increasing safety requirements that have everything to do with the increased safety risks in and around the Binnenhof and also the ruling of 2 November 2010 by the Administrative Jurisdiction Division of the Council of State. These factors have an effect on the Main Technical Installation (THI) and the new entrance to the House of Representatives. Extra space is needed, the THI will be 70% larger, which has a major impact on the work. This will lead to a new integrated planning that will be released at the end of 2028. Uncertainties such as the duration of processing the nature permit will remain.
Finance
The starting point is and remains that the project will be realized within the agreed preconditions. That means sober and efficient and within the established frameworks. The frameworks include room for adjustment when it comes to market tension, additional security requirements, requirements for sustainability or unforeseen technical implementation risks, the so-called disclaimers. However, in order to make the designs fit within the budgetary frameworks, the spring decision-making moments in the coming years will require considerable appeal to the four so-called disclaimers. This is by appointment. The results of the 2023 spring decision-making will be incorporated into the tenth progress report of autumn 2023.
To design
After the provisional designs were completed in 2021, the past reporting period was devoted to the final designs (DOs). The progress report discusses the final drafts adopted by the House of Representatives and the Council of State. The first part of the DO Senate will be adopted shortly. The program is now entering the next phase, the technical design phase.
