The new pandemic plan 2024-2028
This is not a document that concerns only Covid and its possible evolutions, but any other type of possible pandemic that could spread between now and 2028. A sort of protocol to follow so as not to be caught unprepared as happened in 2019. The old Plan expires on January 24th.
The 5 objectives
As he writesAdnKronos news agency“there are five main objectives of the new pandemic plan: reduce the effects of a pandemic, allow appropriate and timely actions; reduce the impact on health and social services; protect the health of healthcare workers; inform and empower the community.
What is it for
The new document, which takes into account the indications published by the WHO in 2023, presents some innovations compared to the previous one. The Plan, as stated in the summary note published byAnsa news agency, “extends the perimeter to respiratory transmitted pathogens with greater pandemic potential, compared to the previous ‘National strategic-operational plan for preparation and response to an influenza pandemic (PanFlu) 2021-2023’. Furthermore, it has a five-year duration «defines a methodological approach that can be applied to pandemics with different characteristics epidemiological”.
Vaccines remain the most effective measure
Based on the Covid experience, we recognize the vaccines as the “most effective” measure. In actions to combat a pandemic, the plan considers vaccines to be “the most effective preventive measures, characterized by a significantly favorable risk-benefit ratio”.
Masks and other good anti-contagion habits
Furthermore, the Plan refers to all the good habits that Covid 19 has taught us, from frequent hand washing to masks used correctly. It is also essential not to go on public transport, to school or to the office in case of respiratory infections, fever, cold and cough. In fact, it is specified that «in the communication of a possible pandemic vaccination campaign, the limits of the vaccination, which must in any case be accompanied by the adoption of good prevention rules aimed at containing the infection».
The lockdown remains in case of necessity
Also, the new pandemic plan confirms the use of restrictions on personal freedoms in case of necessity, the lockdown, even if it remains as an extreme measure. It also provides that in emergency conditions, it may become “necessary to impose limitations on the freedoms of individuals in order to protect the health of the community”, specifying that “any restrictions on individual freedom must remain in force only as long as strictly necessary and be proportionate to both the probability and to the extent of the event, so that the risks and damages that could arise for individuals are contained and lower than the desired collective benefit”.
