National Animal Registry, what changes

L‘national animal registry can make a difference, also for the problem of summer abandonments.

Ugo Santucci, director of the general direction of animal health of the Ministry of Health, explained it during the press conference for the presentation of the campaign, “Abandonment is a nightmare. In addition to being a crime “, of the National Federation of the Italian Veterinary Order (Fnovi). “Thanks to the mandatory microchip for dogs and, from now on also for cats, it will be possible to trace not only their history, but also who took care of them”.

Understanding a dog or a cat, putting yourself #nellesuezampe

The abandonment problem is ancient but in the last two years it has grown in tandem with the increase of people who have chosen to adopt them. It affects an average of 80,000 cats and 50,000 dogs each year. Hence the Fnovi’s anti-abandonment campaign inviting get on his paws; and paradoxically rediscover oneself more human (below, one of the campaign videos).

Registry and microchips to track animals (and owners)

When the national registry will be a reality (Parliament is approving the implementing decrees) there will finally be the exceeding the limits of the regional registries which, by not communicating with each other, make it practically impossible to find an animal or owner outside the regional borders.

The registry implements the European regulation 429 of 2016 which also provides for the ttraceability of all structures hosting animals. Such as pensions, associations, kennels and catteries, “to be able to put order in a world in which there is no order and to understand where animals moved from one region to another end up: it is an epochal turning point”, said Carla Bernasconi, Fnovi councilor .

Microchip mandatory for everyone

The microchippingeffective both for the fight against stray dogs and for identifying the animals present in the area and bringing back the lost ones to the family, is today compulsory only for dogs, private or straybased on the framework law on pets and the prevention of stray animals (law no. 282/91).

Currently I am 14,512,805 microchipped animals in Italy. As of 10 July 2022, ben are registered in the regional registry of pets 13,478,682 dogs and only 1,031,810 cats And 2,313 ferrets (figures extracted from database of the registry of pets managed by Ministry of Healthwhich is fed and updated at least once a month from Regions and from Autonomous provinces).

National Animal Registry, the advantages

With the mandatory microchip also for cats and the national registry it will then be possible to trace, not only the history of the furry ones, but also those who took care of themand therefore also their vet.

“We are thinking of campaigns to raise awareness of children and young people, who are often the engine through which an animal enters the family,” explained Santucci.

A new step forward in the direction of the protection of dogs and cats in an already memorable year, for the amendment of art. 9 of the Constitution, thanks to which animal welfare has become one of the constitutional principles of the State.
