DIn 2016, the day of memory and welcome is celebrated on 3 October. The date resumes the tragedy that took place on 3 October 2013 off Lampedusa, in which 368 migrants died in a shipwreck. Since then, several tens of thousands have continued to die in the Mediterranean between refugees and migrants. Migratory flows to Europe follow 4 main routes: central, eastern and western Mediterranean and western Africa. In the first 10 months of 2025 the total arrivals were 108,722. In the same period, the dead and missing were 1,535.
To manage legal migratory flows, the EU implements rules aimed at offering stable alternative migrants and promotes “resetting”. For the remaining migratory flows, the EU is implementing a long -term management policy reform of the problem, with the new Pact on migration and kindergartenwhich is based on 4 pillars.
