Minister Conny Helder for Long-Term Care and Sport, Zorgverzekeraars Nederland (ZN), interest group Per Saldo and professional association for Nurses & Caregivers Netherlands (V&VN) make it possible to obtain a longer allocation for a personal budget (pgb) based on the Health Insurance Act (Zvw). ). Indicating district nurses can indicate an indication for longer than 2 years, up to a maximum of 5 years, to budget holders. This applies to budget holders with a stable demand for care and a chronic need for nursing and/or care on the basis of the Zvw – a so-called Zvw-pgb. Children with intensive care needs are not covered by the new working method. As a result, budget holders need to apply for an indication and authorization less often to receive their nursing and care. This greatly reduces the administrative burden and uncertainties for budget holders.

Minister Clear: Budget holders experience unnecessary uncertainty and frustration if they have to prove time and time again that they have a need for care because of their disability or chronic illness. A long-term demand for care should simply lead to a longer indication period. This saves administrative burdens, but above all a lot of suffering. That is why I focus on long dispositions where possible, and shorter dispositions where necessary. This gives people peace of mind, security and the right care.”

Guide

The longer allocations are made possible with a guideline, which was established in a collaboration between Per Saldo, ZN and V&VN, under the direction of the Ministry of Health, Welfare and Sport. The guide enables district nurses to indicate a longer indication period, after which health insurers can actually assess this and allocate it to the budget holder.

The longer indication period is intended for budget holders who will have the same care needs for more than two years. During the term, the needing district nurse, together with the budget holder, periodically evaluates whether the care needs are still appropriate for the current indication.

The extended grant can be applied for from 15 May 2023 with the regular Zvw-pgb application form from the health insurer by budget holders with a declining grant.
