Russia conducts nationwide test of public emergency alert system
Russia will conduct a nationwide test of its public emergency alert system today. Sirens will sound and television and radio broadcasts containing safety information will be interrupted.
“A large-scale audit of public warning systems at regional and municipal levels will take place in all regions of Russia,” the Ministry of Emergency Situations said in a press release.
“The warning system is designed to transmit a timely signal to the population in the event of a threat or emergency of a natural or man-made nature.”
Testing will begin at 10:43 a.m. local time and will last one minute.

The Russian army acquired Western technology via Belgium
A clandestine business network of the Russian military intelligence could pilot sensitive Western technology to Moscow via Belgium and so oncircumvent sanctions.
That appears from more than 2,000 Swedish court documents which ‘De Tijd’ analyzed together with the Swedish newspaper ‘Expressen’ and the Estonian ‘Delfi’.
According to the newspapers, this is what matters technology used during the war with Ukraine already is turned up in Russian weapons.

Biden reassures allies about support for Ukraine after emergency budget
President Joe Biden has sought to reassure his allies about US support for Ukraine. To this end, Biden organized “a conference call to coordinate all further assistance,” the White House said in a statement.
Doubts had arisen among some allies about American support after Washington reached a last-minute agreement on an emergency budget. The conference was attended by Canadian Prime Minister Justin Trudeau, European Commission President Ursula von der Leyen, European Council President Charles Michel, German Chancellor Olaf Scholz and NATO Secretary General Jens Stoltenberg. Also represented were: Japan, Italy, Poland, Romania, France and the United Kingdom.
Stoltenberg spoke on social media of a “good conversation, we promise to support Ukraine for as long as necessary.” White House spokeswoman Karine Jean-Pierre also said Monday that Russian President Vladimir Putin was “mistaken” in betting on Western fatigue.
Jean-Pierre added that the United States will soon announce new aid for the Ukrainian armed forces. The necessary money for this would come from a budget already approved by Congress. The US emergency budget does not include aid for Ukraine, which means that additional aid to Ukraine will be frozen for the next 45 days.

Zelensky visits hard-fought front in eastern Ukraine
Ukrainian President Volodymyr Zelensky visited the front in eastern Ukraine on Tuesday. He has been to the lines around Kupyansk and Lyman, “one of the hotspots”, Zelensky reports on X.
According to Zelensky, it is a hard-fought front and Russian forces are continuously attacking the Ukrainian positions there. He also thanked the Ukrainian brigades. “Every warrior who destroys the occupying forces brings us one step closer to the Ukrainian victory that will surely come,” he said.
Ukraine opened a counter-offensive against Russian positions in southern Ukraine and is also intensifying drone attacks on Russian territory. In the region around Kupyansk it is the Russians who are stepping up the fight.

Russia: no new mobilization for struggle against Ukraine
Russia has no plans for a new mobilization in connection with the fighting in Ukraine, as more than 335,000 people have registered to fight in the armed forces or in volunteer units so far this year, Defense Minister Sergei Shoigu said.
“There are no plans for additional mobilization,” the minister told top generals on Tuesday in images from Russian state television. “The armed forces have the necessary number of soldiers to carry out the special military operation,” referring to the war in Ukraine.
According to observers, the figures show that Russia has made significant progress in contracting recruits and taking over former mercenaries from the private Wagner Group in “voluntary formations”.
Russian President Vladimir Putin had announced a “partial mobilization” of 300,000 reservists more than a year ago, prompting hundreds of thousands of young men to flee Russia to avoid being sent to the front.
Meanwhile, the front lines in Ukraine have barely moved for a year.
