The introduction of the residence principle of protected housing on 1 January 2023 is no longer feasible. The residence principle regulates that from now on all municipalities are responsible for protected housing for their own residents.
Due to the lengthy formation of the new cabinet, the bill could not be submitted on time. There are also a number of points for attention that need to be worked out in conjunction with the advice of the Council of State on the residence principle bill. The central government, municipalities and other parties will consult on this. It will then be examined to what extent adjustment is necessary in the measures in the context of the transition to a protected home and what the consequences are for the timetable.
The policy of central government and municipalities is and will continue to be aimed at the gradual transition from sheltered housing to sheltered homes. The vision of the Committee on the Future of Protected Living is leading in this. People with psychological problems should be able to continue living at home or in their own place of residence as much as possible with outpatient support. On 1 January 2022, the decentralization of sheltered housing started. In that context, the aim was to introduce a residence principle for protected housing as of 1 January 2023 and a related new financial distribution model.
