The government wants people to be permanently employable on the labor market. To contribute to this, the coalition agreement stipulates that permanent training (training for refresher or retraining) will be stimulated through learning rights. The government is making 500 million euros available for this over the next four years (125 million euros per year). This money is used for retraining and further training for people with a maximum of an MBO 4 diploma.

According to the principle of learning rights, every Dutch person has the right to publicly funded education. The government has made an extra budget available for this purpose. It has been decided that people with a maximum of an MBO 4 diploma can claim this supplementary budget via the STAP scheme. This is done by adding extra budget to the existing STAP budget. Only this group can use the supplementary budget via this separate part of the STAP budget.

The amendment regulation required to adjust the STAP regulation is open for (internet) consultation. SZW aims to implement the change in mid-2023.
