Russia’s invasion of Ukraine has displaced many Ukrainians. They seek refuge in various European countries, including the Netherlands. This usually concerns women with children, because their partners (have to) stay in Ukraine because of the military service. In order to help these mothers to combine work and caring for their child or children, the cabinet is making childcare allowance possible for Ukrainian displaced persons. This requires an amendment to the Childcare Act.

Childcare allowance for Ukrainian displaced persons
The government wants Ukrainian displaced persons, and all parents with a partner outside the EU, to be able to claim childcare allowance. To make this possible, the cabinet is amending the Childcare Act. In anticipation of this, Supplements are being asked to act in accordance with the proposed legislative changes. This means that working Ukrainian displaced persons (or other parents with a partner outside the EU) can already apply for childcare allowance and that Allowances will provide advances if they meet the conditions. They can claim childcare allowance with retroactive effect from 4 March 2022.
Childcare is an important tool for combining work and care for children. This reduces the step to participate in the labor market. Childcare allowance makes the use of childcare for Ukrainian displaced persons (and parents with a partner outside the EU) more affordable.
