The Cabinet sent the adjusted subsidy scheme for the insulation approach of Groningen and Noord-Drenthe (measure 29 from Nij Begun) to the Lower House. The measure, part of the cabinet response to the report on the earthquake damage in the region, was presented in March 2024 and further elaborated last year. The aim is for the scheme to be in force in May, so that the first homeowners can apply for a subsidy before the summer.
Homeowners with low incomes and homeowners in the reinforcement area can count on a 100% subsidy of their insulation and ventilation costs. All other homeowners in Groningen and Northern Drenthe are reimbursed 50% of their costs. In the rest of the Netherlands, these percentages are between 15 and 30%. Following the consultation, it was added that homeowners in Groningen and Noord-Drenthe who already purchased Triple Glass and Kozijnen between 25 April 2023 and 10 March 2025 can also use 50 or 100% subsidy.

The people who suffered the most under the earthquakes are thus supported and relieved. People will benefit from low energy costs and that is how we prevent energy poverty. The first applications can be made before the summer, so people no longer have to wait. This gives the region a big boost on many fronts and becomes a place where everyone has a well -insulated house. ‘
With the insulation approach, all homeowners can insulate their rental and owner-occupied homes in Groningen and Noord-Drenthe for 2035, so that they meet the standard for home insulation. Those who apply for a subsidy can receive support with every step. They can go to 1 counter for this.
100% or 50% subsidy for a well -insulated house
The scheme gives priority to homeowners with a low income and to those who suffered the most from the earthquakes and the nuisance and uncertainties surrounding the reinforcement operation. It is precisely these groups that deserve to be supported and unburdened as much as possible. This is the group that receives a 100% subsidy, with a maximum of € 40,000. This concerns homeowners of the reinforcement area and homeowners with an income of up to 140% of the social minimum.
All other homes in Groningen and Northern Drenthe that do not yet meet the standard for home insulation are eligible for a fee of 50% for the insulation and ventilation measures that are necessary to arrive at the standard for home insulation. With a maximum of € 20,000. For the remaining 50% of the financing, an attractive loan may be available at National Heat Fund. In most cases, the loan can be paid from saving on the energy bill.
The maximum amounts of € 20,000 and € 40,000 are not necessary for most homes. For each home, we look at what is needed, but most houses can be insulated for less costs to the standard for home insulation.
The scheme also applies to homeowners and landlords in a VvE.
Tenants benefit through a lower energy bill
Homeowners take insulation measures themselves. For tenants this goes through the private landlord or housing association. Housing corporations have already agreed with the government to make homes with energy labels E, F and G more sustainable. In addition, corporations in the region will receive a contribution of € 222 million for insulating their homes. Tenants of housing associations do not have to pay for the insulation measures, the rent may not be increased for this reason. Tenants benefit from the insulation measures due to a lower energy bill.
Triple glass and frames
Many reactions to an earlier version of the insulation approach were about triple glass and frames. The scheme has been adjusted based on those comments. The starting point is that measures are reimbursed to the insulation standard and HR ++ glass is sufficient for this. With the current version of the scheme, homeowners who have applied Triple Glas and Kozijnen between 25 April 2023 and 10 March 2025 can still receive 100% or 50% subsidy, depending on the location of the home and the owner’s income. From 10 March it still applies that residents from Groningen and Northern Drenthe can receive a subsidy for Triple Glas in combination with window frames, but then comparable to homeowners in the rest of the Netherlands. They receive a 30% subsidy for triple glass in combination with frames.
From today, homeowners in Groningen and Noord-Drenthe will have the choice between:
- 50% or 100% subsidy for HR ++ glass without frames or
- 30% subsidy for the combination triple glass and frames.
First requests for the summer
The Northern Netherlands (SNN) partnership is the contractor of the scheme. The SNN has the right knowledge and experience in the region and is currently preparing everything to provide the subsidies.
The goal is that the scheme will take effect in May 2025. With this, the group of homeowners who have already made a retroactive effect after 25 April 2023 can apply for a subsidy retroactively in June. After the summer of 2025, the subsidy counter will go Open for new grant applications. This is done in phases by postcode. Together with the municipalities, support for everyone who needs it is provided, for example when applying for the subsidy, finding a consultant or an operator.
