Infrared motorbikes and scooters: proposed ban on circulation in Paris

An opposition municipal councilor, Pierre-Yves Bourzanel, has proposed banning the circulation of two-wheeled combustion vehicles from 10pm to 7am

That of Pierre-Yves Bourzanel, opposition city councilor in Paris, is a proposal that will certainly cause discussion. The member of the Independent and Progressives group has in fact presented a project he envisages the ban on circulation from 10pm to 7am for motorcycles and thermal scooters within the French capital. The reasons would be linked to noise, with “more than 80% of Parisians complaining about noise every day” according to Pierre-Yves Bourzanel, and to the emissions produced by this type of vehicle. To verify the feasibility of the measure, a one-year experimentation of the latter was proposed.

There are already cities where the circulation of scooters and combustion engines is prohibited, whether this is limited to certain time slots or completely. Among these figure Madrid: in the center of the Spanish capital, some categories of two-wheeled vehicles, according to a regulation based on the emissions produced by the vehicles, cannot circulate from 7.00 to 22.00. Also in China There are cities where motorbikes and scooters are not allowed to circulate, but for reasons more linked to traffic conditions than to environmental sustainability. The first bans of this type were implemented as early as the 1990s, with Beijing at the forefront.

However, the French capital is at the forefront in stopping some middle categories. In April 2023 and February 2024, two referendums relating to mobility were held in Paris: the first led to a ban on the circulation of rented electric scooters, the second to a significant increase in the parking fee for SUVs and vehicles over the weight of 1.6 tons. In both cases there was no shortage of controversy relating to the low participation in the consultation: only 7.46% in the case of scooters and 5.68% in that of SUVs.
