To improve the sustainability of the Social Support Act (Wmo 2015), the government has decided to introduce an income-related personal contribution for all Wmo provisions for which the subscription rate now applies. At the moment, every client who uses one or more of these facilities pays € 19 per month (the subscription rate), regardless of income. With the introduction of the income-related personal contribution, the amount of the personal contribution will be increased all custom amenities depending on income. This change will take effect on January 1, 2026. Exactly what the new, income-related personal contribution will look like will be further elaborated in the coming period.

Adjustment bill

The cabinet was already planning to introduce an appropriate personal contribution for one element of the Social Support Act 2015, domestic help. It was agreed in the coalition agreement to realize this by 1 January 2025. Due to the new decision to broaden the income-related personal contribution to all Wmo provisions, for which the subscription rate now applies, the implementation date is postponed by one year. This means that the bill Appropriate personal contribution domestic help is withdrawn and a new legislative proposal Appropriate personal contribution Wmo 2015 will be introduced with an effective date of 1 January 2026.

Consequences of the income-related Wmo personal contribution for citizens

Wmo clients will pay this income-related personal contribution from 1 January 2026 at the earliest. Clients will be extensively informed about this in advance.

Press amenities through the subscription rate

Since the introduction of the Wmo subscription rate from 2019, households can use certain Wmo facilities for a fixed rate of € 19 per month, regardless of income, assets or use. Due to the subscription fee, the use of Wmo facilities has increased more than expected. In practice, the increased use is putting pressure on the accessibility of Wmo provisions, especially for vulnerable groups.

The introduction of the income-related personal contribution will help to reduce the pressure on (the use of) Wmo provisions for municipalities and improve the (financial) sustainability of the Wmo 2015. Because the amount of the personal contribution depends on income and assets, the financial capacity of citizens is taken into account.
