The Investigative Committee is preparing proposals to change the legislation after the tragedy in the Trans-Baikal Territory. Near Chita, a pack of stray dogs tore a 7-year-old girl to pieces. What to do with homeless animals? And most importantly, how to protect adults and children from them is also being decided at the level of the regional government.
About the girl who died from dog bites, not only Domna mourns, but the whole Transbaikal region: the meeting in the government began with a moment of silence. And the first instructions of the governor concerned precisely the situation with the toothy and fanged ones. Particular attention is paid to the regions of the region, where the number of complaints about stray dogs running in packs is off scale.
“If any errors are identified, make urgent changes to your work and provide appropriate assistance through the government. Alexander Vitalyevich, I ask you to make adjustments to the federal law. To do this, together with the deputies of the State Duma, senators, representatives of the Legislative Assembly, carry out appropriate work,” – said the governor of the Trans-Baikal Territory Alexander Osipov.
In which edition to send corrections to the federal law – This issue is now being worked out in the regional Ministry of Economic Development. The main message is to exclude the return of animals to their natural habitat.
“To develop mechanisms for the construction of shelters on the part of the federal center. Also at the federal level, develop and approve the rules for keeping cats and dogs by owners. Provide for administrative liability for violation of these rules. Now, unfortunately, this is a gap in the legislation,” he says. O. Deputy Chairman of the Government of the Trans-Baikal Territory Alexander Bardaleev.
Now, as reported by the government of the region, monetary limits for the regulation number of stray dogs brought to the districts of the region. Now we need to strengthen control over the execution of the order. As the head of the city administration Alexander Sapozhnikov assured, the trapping of animals has already begun in Chita.
“From today, we have increased the groups. And every day we will catch from 20 to 30 individuals. We plan to intensify, because there are a lot of requests from citizens,” said Alexander Sapozhnikov, head of the Chita administration.
