The final regulation of the sixth tranche of the Housing Development Incentive (Wbi) was published today in the Government Gazette. Municipalities can register projects for the scheme from December 18, 2023 to Wednesday, February 12, 2024. During the application period, municipalities can contact the Impulse Chambers of the Housing Expert Team for advice on their application.
With the Housing Development Incentive, municipalities can accelerate their efforts to:
• the construction of new homes;
• increasing the affordability of these homes for starters and people with a middle income.
The Wbi has existed since 2020. To date, there have been five tranches, which together contribute to the construction of more than 184,000 new homes throughout the country.
More projects are eligible
The scheme has been made more accessible to all municipalities:
• The minimum required project size is no longer determined on the basis of the size of the municipality. A minimum project size of 200 homes now applies to each municipality.
• Housing deal regions that have more ambitions than the current number of agreed homes and thus make a significant contribution to increasing the total number of homes from 900,000 to 981,000 by 2030 will receive additional urgency points. Municipalities that give a positive interpretation to the closed housing deals in a different way will also receive additional urgency points, for example by submitting an application for a key location or meeting the affordability requirements of the housing deals.
• There will be a resit opportunity after the sixth assessment round, provided there are sufficient resources. Municipalities that have submitted in the sixth tranche, but whose application is just short of the mark, can provide additional information within a short period of time, so that they are still eligible for a contribution.

The Ministry of the Interior and Kingdom Relations considers it important that as many municipalities as possible are eligible for Wbi contributions. That is why, as with previous tranches, support is available for municipalities when making the application. Municipalities can request a confidential consultation with members of the Housing Expert team free of charge.

Desk opens in December
Municipalities can submit an application for the Wbi from December 18 to Wednesday February 12, 2024. The applications are assessed by the Housing Development Impulse Assessment Committee. The results of the sixth tranche will follow before the summer of 2024.
