Research agency Atlas Research published a study on Wednesday in which the 50 largest municipalities in the Netherlands were compared on various factors, such as employment, safety, facilities and culture. Hoorn finished in a disappointing 36th place, making the municipality the last of all North Holland municipalities in the list. According to one of the researchers, this is due to poor accessibility, the few facilities and limited educational opportunities.
