About 6,400 households unintentionally have a lower disposable income than people on social assistance benefits. Due to a combination of schemes, they receive less healthcare and housing allowance than necessary. The government is working on a temporary scheme under which municipalities will pay a fixed amount annually to the households in question during the period 2024-2027. A structural solution is planned for 2028. Pending the temporary arrangement, municipalities can already support households through individual special assistance. This support requires a lot of knowledge and capacity from municipalities. The Ministry of Social Affairs and Employment has therefore drawn up a guide to help them with this.

This so-called guidance on action perspective for single earner problems offers, among other things, practical support in actively approaching households and in determining the amount of individual special assistance. The guide will be expanded in the coming period. To the extent that households are known to their municipality because they already receive supplementary assistance, the municipality can select these households from its municipal system. In the coming period, the Association of Dutch Municipalities (VNG) will investigate with municipalities to what extent households are reached with this approach.

Temporary arrangement

The amendment to the law that makes the temporary arrangement possible is expected to be ready before the summer. It has been agreed with the VNG that the current working method will continue until the temporary arrangement comes into effect in 2024. In the meantime, the parties involved are working on a definitive solution through the tax legislation as of 2028.
