The President of the Republic Sergio Mattarella has dissolved the chambers, and thus ends the experience of that 18th legislature which meant for the automotive world the launch of a series of measures to support purchases and, more recently, to calm down the rise in fuel prices. Needs for motorists and professionals that do not end at all with the crisis of the Draghi executive, but rather need certainties from here to the formation of the new government, presumably in late autumn, with the vote set for 25 September.

Excise in doubt

A resigning executive, especially if he is not formally hit by a vote of no confidence in Parliament, retains the broadest set of powers of ordinary administration that the Constitution recognizes. At least in principle, these are the tasks of handling current affairs waiting to pass the baton to the new government, but scholars on the subject, precisely in cases such as those of the Draghi executive crisis, argue that the powers of the Council of Ministers remain essentially unchanged in the implementation of what has already been decided by Parliament. Not surprisingly, the President of the Republic Sergio Mattarella explicitly entrusted Draghi with the task of “containing the effects of Russia’s war against Ukraine”, and implementing the National Recovery and Resilience Plan within the agreed time frame “with importance decisive “. Technically, even little could change in the policies to contain the prices of essential goods seen so far. It is worth mentioning the discount on fuels, effective from 22 March 2022, which was recently extended from 2 to 21 August due to an interministerial decree of the Treasury and the Ministry of ecological transition. The question for a further renewal of the cut in excise duties of 30.5 euro cents on petrol and diesel, and to a lesser extent on LPG and methane, remains whether it is an ordinary measure against the effects of the war in Ukraine or even done political, in this case excluded.

Eco-bonus to lose

If Mattarella’s words recall the resigning executive to implement the National Recovery and Resilience Plan within the agreed time frame, it is right to remember that the NRR is not at all the motivation that led to the current system of bonuses for the purchase of new cars. , rather the son of equilibriums that have been dissolved in these days, as were the inevitable compromises that they brought with them. The Draghi government can now be called upon to evaluate possible opportunities to redesign the scope of the incentives envisaged so far for the car, opening up to a return to support for cars with hybrid or traditional low-impact engines. As is well known, the 170 million euros allocated to them were sold out on 13 June last. Therefore, the repechage of funds so far destined for electric and plug-in hybrid cars, which currently consist of 177.1 and 198 million euros respectively, or a reservoir from which it would be legitimate to draw on, is therefore being examined. This would be an accounting operation that can be fully recalled in ordinary administration and which, moreover, would exactly replicate what already happened on 3 September 2021, with a shift of 57 million euros.
