Government and Generalitat sign the protocol for the B-40 and the transfer of 914 million for infrastructures

A telematic signature, without photos or pomp, with discrepancies still unresolved and at the mercy of what happens after the July 23 elections. He Government and the Generalitat have signed finally this friday the protocol from the B-40 between Sabadell and Terrassa that derives from the agreement between the PSC and ERC to approve the budgets of the Generalitat and the protocol to transfer the 914 million in infrastructures that the Republicans wrested from the PSOE in exchange for their ‘yes’ in the state accounts. All in the midst of the heat of the campaign of the generals and knowing that the definitive agreements to shield the investments they will not arrive at least until the autumn and that the executions will depend on the future Government.

After the declarative eloquence of each of the parties when celebrating having “enforced” on the other, there is the fine print of what the Minister of Transport has signed, raquel sanchezand the ‘councilor’ of Territori, Esther Capella. Because the sealed protocols They are not definitive agreements, but a a kind of draft prior to the agreement or what, sources from the Ministry of Transport define as a “statement of intents”. If it is still in this phase, according to the Government’s version, it is because the Generalitat put the brakes on until Pedro Sanchez hastily summoned the generals.

In statements to the press from the Palau Robert, where the Government held an extraordinary Executive Council this morning, Capella celebrated the signing of this agreement despite acknowledging that it does not include a schedule for this transfer of resources. But it has been convinced that it will be done because “it is an obligation” and because the pacts “are fulfilled”. The ministry, for its part, disputes that two months ago the agreement for the B-40 was closed and that it has been postponed “for political interest” of the Government and that regarding the four parcels -assignment of works and resources- derived from The general state budget did not receive any proposal until “four days after” the president pressed the electoral button.

The ministry maintains that the Generalitat has sought to link both protocols. In ERC there are positions against the fourth belt, which was the toll that was willing to pay in exchange for the vote of the socialists to the accounts, and, in fact, in the press release sent by Territori no mention of the B-40 and yes, on the other hand, to the transfer of resources in infrastructures.

However, the B-40 protocol still does not clarify whether or not the road will be of high capacity, that is, it does not determine how many lanes it will finally have. This issue is precisely the one that has motivated the public scuffle in the last week, when it was announced that the firm was about to fall. While the Government and ERC insist actively and passively that this it will not be a high capacity road and that this concept does not appear in what has been written, the ministry argued that what was agreed is to “give continuity” to the B-40 and that this presupposes four lanes, two in the direction of each march, to decongest internal traffic Sabadell and Terrassa.

The work will involve 200 million approximately that will come from budgetary funds -and not from the third additional provision as initially proposed by the Government- subject to the layout, which is not defined either. Neither does it specify or deny that the route should get to Granollers, as defended by the PSC. In any case, it will be the agreement, which according to the protocol should be ready in four months, which will determine all the details.

Four different conventions

As for the parcel protocol, it will mean that they are signed four different conventions. The first, which will mean around 20 million, is for the interchanges between the Generalitat Railway stations of Hospital General and Volpelleres and those of Adif de Rubí and Sant Cugat. The second, 260 million for improvement actions -yet to be defined- of the N-260. The third, for the improvement of the accesses of the AP-2 and the AP-7, for a value of 250 million. And the last one, that of 386 million for actions to improve the N-2 as it passes through the Maresme.
