From April 1, 2022, there will be an exemption from the work permit (twv) for employers who want to employ refugees from Ukraine. There was a transition period for refugees from Ukraine. During this period they were given the opportunity to collect the correct documents from the IND, which confirms their status as temporarily displaced. This status gives them, for example, the right to work in the Netherlands.

This transitional arrangement will expire on October 31. This means that as of 1 November 2022, a refugee can only demonstrate that he is covered by the Temporary Protection Directive if he is in possession of a sticker or O-document issued by the IND. Only with these documents can it be demonstrated that the refugee is allowed to work as an employee without a work permit.

At the moment Ukrainians, or people who legally resided in Ukraine during the outbreak of the war, can request a sticker or O-document in their passport from the IND. This sticker or O-document is proof that they reside here on the basis of the Temporary Protection Directive and thus have access to, among other things, the labor market. The EU activated that directive on March 4, 2022, which means that people fleeing the conflict in Ukraine will receive protection in the member states of the European Union. It also gives them access to medical care, education and the labor market.
