On January 1, 2027, the admission system for employment agencies starts. Companies that want to continue to lend staff must report to the ministry before that date. Minister Eddy van Hijum writes that in a letter to the House of Representatives. The law was passed in the Lower House on 15 April. The next step is that the Senate will deal with the law.

Minister Eddy van Hijum of Social Affairs and Employment: “With this law we are taking a big step in combating abuses with labor migrants. We break through the earnings model of rogue employment agencies by definitively away from the market. They are not allowed to broadcast people for longer. There is only a future for companies that treat people in a decent way.”

Important dates

  • Lenders who want to use the transitional law must report to the Ministry of Social Affairs and Employment between 1 November 2026 and 1 January 2027. If companies fall under the transitional law, they may continue to lend staff as long as the ministry has not yet assessed the application for a permit;
  • From January 1, 2027, the law comes into effect. Lenders can start with the admission process. They must submit this before July 1, 2027;
  • The Dutch Labor Inspectorate will maintain on January 1, 2028. Lenders who are active on the labor market without admission will be fined. This fine also applies to companies that use employment agencies, the so -called hirer.

Operation

A special unit at the ministry will decide on behalf of the minister whether an employment agency is admitted to the market. This body can also suspend broadcasters and withdraw an admission in the event of serious abuses.

Senders must submit a VOG and transfer a deposit of € 100,000 to access. In addition, they must prove that they comply with existing laws and regulations such as the statutory minimum wage.

The cabinet also continues to work on a hard approach to rogue employment agencies before the law comes into effect.
