The registration desk for the fourth tranche of the Woningbouwimpuls will open in August. Municipalities can submit an application up to and including September 18, 2022 to be eligible for a financial contribution for the faster construction of more affordable homes. €300 million including VAT is available for this tranche. A total of € 1.25 billion is available for the Residential Building Impulse during this cabinet term.

In December, it will be announced which projects will receive a contribution for accelerating construction, increasing the number of new-build homes in a project or increasing the affordability of those homes for starters and people with a middle income. If the application is submitted before 9 September, the applicant will receive a response to the completeness and assessability of the application before the application desk closes.

Regulation changes

A number of changes are foreseen for the fourth tranche. This will also make the scheme more accessible for (small) municipalities that submit a bundled application, and municipalities with fewer than 50,000 inhabitants can submit a project with at least 200 homes. A link will also be made with the housing deals (yet to be concluded) when realizing two-thirds of affordable housing per region. The urgency score is also being refined, so that it has a more nuanced effect on the assessment of the applications. Also for this round, municipalities are again supported in the to prepare of their application, through briefings, knowledge sessions and instructions.

Result previous rounds

The first three rounds of the housing impulse will contribute in total to 139,964 new homes throughout the Netherlands, the majority of which are affordable (65%). These are homes intended for the social rental sector, mid-term rent and affordable owner-occupied homes. Many projects also pay special attention to homes for starters, seniors, students and special groups. A significant proportion of these homes would probably not have been built without the Residential Building Impulse, or could only be built at a later date.
