Lhe good news is that the food shopping card of 382 euros is arriving in July for 1.3 million households. The bad news is that many will be excluded due to the mechanism through which the card is issued. In fact, of all the tiles shipped, the 50% will be distributed in proportion to the populationwhile the other half will be distributed on the basis of the difference between the value of the average per capita income of each municipality and the value of the average national per capita income.
Food shopping card: the unjustly excluded
In this way, however, the segments of the population living in large cities will be covered above all, while a few cards, some hundreds, will be sent to the other cities. And so it could happen that a resident of Turin with a higher Isee than the resident of a small municipality receives the card and the other does not.
This is, however, because everything is already ready anyway, the lists have been prepared by INPS and have already been sent to the mayors who are sending them to the identified families these days, given that in this case, unlike the various bonuses, the question was not necessary.

How the card works
The Card is loaded with 382.5 euros which those directly involved will receive without having to ask any questions. In fact, it is the municipalities that manage support aimed at families with an ISEE of less than 15 thousand euros through a named Poste Pay card on which the entire amount to be spent on food purchases will be loaded. The first purchase must be made by September 15thunless the benefit is forfeited.
Each Italian municipality has drawn up its own personal list with the residents who according to their analyzes need this help, a list which is then examined by the INPS which has the last word on which citizens really need this economic support.
Beneficiaries and excluded
The Card goes to citizens belonging to households, residing in Italy, registered in the Municipal Registry and with a valid ordinary ISEE with an indicator of no more than 15 thousand euros per year. Recipients of:
- Basic income
- Inclusion income
- any other measure of social inclusion or support for poverty or in which at least one of the components is a recipient of Social Insurance for Employment
- NASPI and monthly unemployment benefits for collaborators
- DIS-LINK
- Mobility allowance
- Solidarity funds for income integration
- Redundancy fund-CIG
- any different form of wage integration or support in the case of involuntary unemployment, provided by the State
How to withdraw the grocery shopping card
Last week INPS opened the web application dedicated to the Municipalities and instructed them in a webinar on the procedure. THE Municipalities have until the 27th of the month to consolidate the lists of beneficiariesby activating the service “Solidarity card for purchases of basic necessities”.
The beneficiaries will collect the card in the post offices: they will have to show the communication received from the Municipality, which contains the combination of the beneficiary’s tax code with the assigned card code. The card can be used immediately but only in those shops that have an agreement which will apply a special discount in favor of card holders.
